Consequently, they closed down his department - The Office of the Deputy Prime Minister (ODPM) - and arranged to sand-blast his name and the letters 'ODPM' from the front of their building in Victoria, London. A broad range of Brussels-based pan European networks shared their points of view on the deficiencies of the current advisory structure of the Commission and stressed the central role that consultation and expertise seeking methods have in the democratic quality of the decision making process.

Yiorgos Vassalos, Researcher of Corporate Europe Observatory and spokesperson of ALTER-EU on the issue of expert groups set out the context of the discussion by stressing the bottom-line of civil society’s critique of the current system: ‘big business cannot be the non-state interest category most represented in Commission’s expert groups. Such a situation violates elementary democratic principles.’

Monique Goyens, Director General of the European Consumer’s Organisation (BEUC) relayed her organisation’s experience from participation in more than 80 expert groups. She deplored the complete regulatory capture is some policy areas such as intellectual property. She also identified a deeper problem that has to be addressed: that currently only industry representatives have sufficient resources to conduct fundamental research while general interest orientated bodies do not.

She concluded that the lesson that BEUC has learned from its experience with expert groups is that it is ‘better be absent than irrelevant’.

For BEUC in order to be involved in an expert group, the following criteria apply:

1. The European Commission should chair the group;
2. There should be a balanced representation;
3. Travel costs should be reimbursed;
4. Minority opinion should be listened to.

Joël Decaillon, Deputy General Secretary of the European Trade Union Confederation (ETUC) said that changing the way decisions are made and making it truly transparent touches upon very fundamental questions. It is ironic to see the European Banking Industry Committee being assigned the task of working on banking transparency by the Commission, when the very nature of banks means that they are not transparent.  This is why the battle for transparency at all levels is fundamental.  Today, it is also possible to see that the ‘Kinnock Reforms’ [a reform package that was adopted in the wake of a corruption scandal that resulted in the unprecedented mass resignation of the Commission in March 1999; red] did not bring more transparency to the functioning of the European Commission but only facilitated for corporate lobbyists to be embedded into the system.

Mr Decaillon also called civil society’s attention to the composition of the forth-coming High Level Group on Climate Change and gave the full support of ETUC to ‘the ALTER-EU movement’.

Ronny Patz, EU-liaison Officer of Transparency International shared his experiences from the 3 expert groups in which his organisation participates in order to assess the transparency of the process. TI has written an interesting blogpost[1] about one of these groups. He noted that, unjustifiably, the Expert Groups Register of the Commission does not make use of technology that would permit all data to be downloadable and searchable so that citizens can monitor the advisory process. He suggested that lobby groups participating in expert groups should be given a single code linked to the lobby register, so that we can see, for instance, how many groups an unregistered group is participating in.

Gérard Choplin, Policy Officer of the European Coordination of Via Campesina, the International Peasant Movement, highlighted the harsh struggle of his movement in the nineties to acquire access in DG Agriculture’s advisory groups that have existed since the sixties. He said the situation there is still very unbalanced as half of the members come from only one lobby group: COPA-COGECA. The majority of their members may be small and medium family farmers but their leaders are often linked to the pesticide industry or are directors of agricultural banks. For Via Campesina it is quite clear they represent agri-business. There are also many representatives from the food industry (CIAA) and food traders (CELCAA). Via Campesina would like to see the members of DG Agri’s expert groups reduced - so that the tax payer does not pay for COPA’s internal networking events - and so that it is more balanced.

The audience of the panel debate contributed lots of interesting campaigning ideas around how to mobilise the media, parliamentarians and the general public as well as how to help the Commission realise how useful proper engagement with civil society would be. Participating groups agreed to stay in contact in order to push this agenda forward.

Reader, Let me tell a little anecdote to give you an idea of who and what Chris Huhne is. One day recently, I decided that I would go shopping. I refuse to shop in Brixton, because the people are mainly rough immigrants and the treatment one receives is so rude and aggressive, it would incite anyone into violence.

I decided to take the very short bus journey to Clapham, ( journey of no more than 5 minutes for me). I dismounted from the bus at Clapham common, and had to walk in the back the opposite way to get to the shops.

As the man came closer, I realised that it was Chris Huhne. I assumed that he would step out of my way, as I was a woman. I was quite determined that I would walk in a straight line. As Huhne came nearer, he was glaring into my eyes. 

We were practically opposite each other, when I realised that I was up against an animal, that was both a racist and a creature that had a deep hatred for women. by this time, Huhne was steaming into me. Only, at the very last second, I turned to one side, and neatly avoided the bad-breed Black-people-hater.

His face was red with rage. I just carried on walking, after glimpsing behind me. I saw Huhne trip, as he 'missed' me.

I hold the same view as for Britain' racist prime minister David Cameron, his fag Nick Clegg, Ed Miliband (to whom jewish muslim Chuka Harrison Umumma fags [boyfriend who acts as a personal slave] ) or latent perverted homosexual Climate Change minister Chris Huhne.

I Wonder when America's African-Kenyan leader arrives at Britain's parliament, whether he will face the same welcome given to me, a  FULL Black woman. I wonder if he will face harassment from the racist half-breeds, baroness ros howells of st david or 'lord' Herman Ouseley, or the conservative half-breed, make-up wearing effeminate, Windsor MP ( I can't even be bothered with his name Afiyre(sic)) or David 'SAS' Davis or Nick 'minister for London', or the several racist immigrant asian peers looking to eliminate Black people, or some many SO17, SPG Territorial Support Group gunmen who placed bets to determine who would  have the privilege to shoot me in the head and prove at I was a "Black female West-Indian terrorist stalker. 

America needs to get rid of that fucking half-caste racist Kenyan Barack Obama. I support that move, because I have personally been the subject of his form of racism. He and his colonial and commonwealth-loving types, are a danger to ALL FULL BLACK people, anyone who support Christian marriage,le and anyone who does not promote homosexuality, and so they must ALL go. 

The American people now have to do their part as well as the people of Britain to reject rubbish. I look forward to hearing the good news about the demise of America's African president. Bonham Road Estate Brixton Hill where Black Caribbean heritage English people are 'banned' by racist sadistic homosexual Lambeth council leader Steve Reed and useless Nigger slum-lord -  Chief Executive Derrick Anderson from political, community and regeneration participation. £80 million have been redirected to 'pet' "middle-class" redevelopment planning projects in Clapham.  Therefore Black tenants are forced to live in Rachman, Michael X slum conidtions without complaint. All complainants are treated to Nigerian and Eastern European immigrant housing and councillor harassment until they are forcibly evicted or are forced to run for their lives.

Dear readers, I have been out of commission this week, because of 'technical' problems. However, I've a few things to tell you about, that you'll all find interesting.

Last weekend, I was out and about when I was approached by a man who said that he thought he 'recognised' me. Since this was very near to where I lived, I suspected that there was more to this approach. There was. This man introduced himself as the uncle of the young boy who had 'fallen' out of a 6th  floor window, on a run down council estate in Southwark.

He was extremely distressed, and explained to me, that the boy, who was 14 years-old, was a polite and studious person. The boys family, school-friends and parents were inconsolable.

The uncle, then went into some graphic detail in his description to me, of the boys injuries. I was appalled. Apparently, many children, and even adults had 'fallen' out of windows on that estate. The conditions being described to be were borderline slum conditions.

I was told that the young man, had looked out of the window, looking for one of his friends or play-mates, when the window spun around nearly a full 170 degrees, hitting the boy in the back of the head, and thus, thrusting him out of the window. He landed, head-first on a concrete balcony four floors below. He didn't stand a chance. He was beyond recognition to the family.

I mentioned that I had gone to look at that very estate, at least some 10 years earlier. I aired my anger at that council (as well as Lambeth in regards to Bonham Road Estate in Brixton Hill) showing unfettered negligence and culpability where Black tenants were concerned.
